At All Good Dogs Rescue, our mission is to provide safe, loving foster homes for dogs in need across NC. We ensure that every dog receives proper veterinary care and is thoughtfully matched with a forever family that fits their personality and needs. We are a registered 501(c)(3) tax exempt charity.

More About Us
Founded by Jean Mosher, All Good Dogs was created from a deep love for rescue work and a desire to support both dogs and the people who care for them. After spending eight years volunteering in dog rescue and helping over 100 dogs find homes, Jean saw an opportunity to create a rescue rooted in transparency, compassion, and community.
While working in rescue, Jean noticed how easy it can be for well-meaning organizations to become overwhelmed by the urgency of saving lives. In that process, sometimes critical steps—like medical care or careful adopter matching—can be rushed. At All Good Dogs, we’re committed to a more intentional approach: one that ensures each dog receives the care they deserve, and each adopter is matched with a companion who truly fits their home and lifestyle.
Meet The Board

Jean Mosher, Founder
Jean Mosher, a Raleigh native, has dedicated her life to rescuing dogs. Her journey began with a mistake in college, when she purchased a puppy who was likely from a puppy mill. Upon meeting the puppy, Jean immediately noticed signs of poor health and realized he came from exploitative breeding practices. Though she knew that buying the puppy supported such practices, she couldn’t walk away and chose to bring the puppy home—making a promise to herself that she would one day make up for that mistake by helping other dogs in need. That puppy grew into a beloved companion, despite facing serious medical challenges throughout his life. When he passed away at the age of 14 from cancer, Jean began fulfilling that promise in earnest by diving into dog rescue. Since then, Jean has fostered over 100 dogs and founded All Good Dogs Rescue. Her mission is to apply her extensive experience to build a rescue organization that prioritizes the well-being of the dogs, supports foster families, and ensures successful, loving adoptions. Jean lives in a tiny house in Raleigh with her long suffering husband, Kirby, and their rescue dogs: Jaqweenie, Orson, and Fabio.

Kristen Musgrave, DVM, Medical Advisor
Dr. Kristen Musgrave is the medical director for VCA Durant Road Animal Hospital. Born in Baltimore, she grew up in Fort Lauderdale, Florida. Dr. Musgrave received her undergraduate degree in Chemistry in 1998 and her Doctor of Veterinary Medicine in 2003 at the University of Florida. She shares her home in Cary with a Shih Tzu named Whimsy and two cats, Detective Popcorn and Officer Greg. Her interests outside of veterinary medicine include crafts, woodworking, and music. She has a passion for veterinary dentistry and has received additional training in this field. She loves being a veterinarian because every day is different. Meeting new pets and developing relationships through the years with them and their families is a joy for Dr. Musgrave. She enjoys the challenge of keeping up-to-date with the latest study findings and medical treatments. Dr. Musgrave especially finds dentistry to be rewarding because she can be a pet’s voice and relieve their often-silent pain and make them feel “like new” again. The little black dog in Jean’s lap is a beneficiary of Dr. Musgrave’s dental skills. He may only have 6 teeth left but those are six healthy teeth!

Sarah Nagae, Legal Counsel
Sarah Nagae is a lifelong animal lover. Sarah is from Seattle, but has called Raleigh home for more than a decade. She has always rescued her pets including her current dog Digby who was one of Jean’s former fosters! Sarah is in house counsel for SAS. She lives in Raleigh with her husband Joel, her daughter Sabrina, and of course Digby.

Erica Parker-Baiocco, Secretary
Erica Parker-Baiocco works as a biomedical cybersecurity engineer by day, but her side gig is as a volunteer for the Wake County Animal Shelter. She’s a professional dog cuddler, walker, playgroup supervisor, paw-parazzi, and certified adoption matchmaker. Erica also chairs the Society of Women Engineers Global Network for Medtronic. Originally from Rochester NY, Erica lives with her husband John and 3 dogs: Bailey, Jaxon, and Harper Jean in Garner. It should surprise no one that one of her dogs, Harper Jean, was adopted from our founder Jean.

Chris Hall, Treasurer
Chris Hall is a certified CPA as well as a certified animal lover. Along with his wife Ashley, Chris got involved in rescue when they started fostering a few years ago. They are especially skilled at caring for dogs with complex medical needs. Chris and Ashley live in Raleigh with their dog Sloane and cats Barney and Cullen.
